The Union & Maintaining The Loyalty of the Border States
October 11, 1861, found Lincoln in a transitional phase of leadership. The optimism that had characterized much of the North in April had disappeared. Yet the revolutionary policies of 1862 and 1863 still lay ahead. He remained focused primarily on preserving the Union, maintaining the loyalty of the border states, building effective military forces, and navigating the constitutional challenges of civil war.
The Lincoln of this day was neither the hesitant newcomer of March 1861
nor the emancipator of January 1863. He was instead the evolving wartime
president, slowly accumulating the experience, confidence, and strategic vision
that would ultimately define his place in American history.
